The Masarat Pavement Maintenance Management System for the Holy Makkah Municipality is a specialized technical system that contains engineering, spatial, operational, and analytical data related to the road network and its associated assets. Such information may include, but is not limited to, road network data, GIS maps, coordinates, road sections, lanes, carriageways, pavement condition data, field survey results, inspection records, images, technical reports, databases, maintenance priorities, treatment recommendations, performance indicators, and any outputs generated by the system.

Accordingly, all data, information, records, maps, coordinates, images, reports, databases, analysis results, and system outputs available through Masarat shall be considered confidential information and the property of the system owner. Such information shall not be disclosed, copied, downloaded, exported, printed, photographed, shared, transferred, circulated, published, reused, or made available to any third party by any means, except within the limits of the user's approved access rights and solely for official work purposes.

Each user shall be fully responsible for maintaining the confidentiality of all information accessed through the system. The user shall not disclose any system data to any unauthorized internal or external party, whether directly or indirectly, including through email, messaging applications, removable storage devices, cloud services, screen sharing, screenshots, printed copies, verbal communication, or any other electronic or physical means, unless prior written approval has been obtained from the system owner or the authorized representative.

The user shall use Masarat strictly for official and authorized work purposes only. The use of any data, maps, coordinates, technical reports, images, analytical outputs, or system-generated results for personal, commercial, media, research, or any other non-authorized purpose is strictly prohibited. No part of the system content may be reproduced, republished, transferred, distributed, or reused, whether in whole or in part, without prior official authorization.

The user acknowledges that the road network data, GIS maps, coordinates, pavement condition information, maintenance priorities, asset locations, and technical outputs available within Masarat may include sensitive information related to infrastructure, public assets, operational planning, and maintenance decision-making. Any unauthorized disclosure, circulation, or misuse of such information may result in operational, contractual, legal, administrative, or security-related consequences. The user shall bear full responsibility for any unauthorized use, disclosure, leakage, or misuse resulting from their account or from failure to protect their access credentials.

The user shall maintain the confidentiality of their username, password, authentication codes, and any other access credentials assigned to them. User accounts are personal and shall not be shared, transferred, or used by any other person under any circumstances. The user shall be responsible for all activities, queries, downloads, exports, edits, approvals, or other actions performed through their account, unless proven otherwise through official investigation.

The user shall not attempt to access any data, screens, functions, modules, reports, maps, databases, or permissions that are not assigned to them. The user shall not bypass, manipulate, disable, or attempt to overcome any access controls, security measures, user privileges, technical restrictions, or system protection mechanisms. The use of automated tools, scripts, bots, scraping tools, or any unauthorized software to extract, copy, download, or analyze system data outside the approved system functions is strictly prohibited.

The user shall not upload, enter, transmit, or attach any files, links, scripts, or content that may affect the security, integrity, availability, or performance of the system or its data. This includes malicious files, untrusted files, unauthorized software, corrupted data, or any content unrelated to the approved scope of work. The user shall also ensure, whenever possible, that access to the system is made through secure devices, trusted networks, and approved work environments.

In the event of any suspected or actual unauthorized access, unusual system activity, loss or compromise of login credentials, suspected information leakage, accidental disclosure, technical vulnerability, security incident, or any event that may affect the confidentiality, integrity, or availability of system data, the user shall immediately report the matter to the system administrator or the authorized entity. The user shall not attempt to conceal, ignore, delay, or independently resolve such incidents without proper authorization.

The system owner reserves the right to monitor, log, audit, review, and investigate user access, system usage, queries, downloads, exports, edits, approvals, and any other activities performed within Masarat for security, compliance, operational, and audit purposes. The system owner also reserves the right to restrict, suspend, or revoke user access at any time in the event of misuse, suspected misuse, policy violation, unauthorized disclosure, or any activity that may compromise the security or confidentiality of the system or its data.

By accessing or continuing to use the Masarat Pavement Maintenance Management System, the user confirms that they have read, understood, and agreed to comply with this Secure Use and Confidentiality Policy. The user further acknowledges that they shall bear full administrative, contractual, and legal responsibility for any violation, misuse, unauthorized disclosure, circulation of information, negligence in protecting access credentials, or use of the system outside the approved access rights and official work purposes.
